Samir Hafez is an Attorney in the Firm’s San Francisco office, and a member of the Energy & Natural Resources practice group. Mr. Hafez focuses his practice on electric and natural gas regulatory and administrative litigation before state and federal commissions. He represents large power customers, demand response providers, and clean power stakeholders on various ratemaking and procurement matters, helping to secure more just and reasonable outcomes for clients. Mr. Hafez employs data-informed advocacy to shape and inform energy policy debates and to help secure rulemaking decisions that represent and serve client interests.

Mr. Hafez’s energy regulatory background also helps to inform his transactional work with renewable energy project developers. This background allows him to advise clients on not only the myriad regulatory requirements needed to execute a project, but also the various financial incentives available at different stages of development.

Mr. Hafez also advises clients on clean energy and climate change aspects of the Inflation Reduction Act and its impact on transactions, regulatory ramifications and tax credit benefits, including ITC, PTC and the newly added credits for storage and other technologies.

Mr. Hafez earned his J.D. from the University of San Diego School of Law. Mr. Hafez received his M.A. in Ethics and B.A. in Environmental Policy from Fordham University.
