"We have in California a supermajority, a Democratic supermajority. What that means is that a progressive agenda is being moved to the forefront," said Manuel Fishman of Buchalter PC. "One form it can take is to increase the requirement that developers provide affordable housing units in any development."
The Legislature, Fishman said, has even encouraged groups to pursue special initiatives as a way to get taxes on the books by avoiding the two-thirds requirement.
"We're all waiting to see," Fishman said, regarding uncertainty on the matter.
