“With thousands of vehicles on the road utilizing some level of autonomy, the federal government has yet to implement a nationwide legislative framework. While as many as 38 states have enacted regulations to fill the gap, state-wide legislation cannot address the interstate issues associated with AVs. However, no state has enacted legislation apportioning liability among the various AV players and many businesses are unable to gauge critical legal issues.
